Digital photo management/ editing for Windows XP?

I want to get my Dad a program for managing/ editing digital photos on his Dell laptop, which is running Windows XP.
Leaning towards Adobe Elements, but have two questions: First, the operating system specs for v. 3 & 4 of that program say something like Windows XP with SP, and I have no idea what that means (since I’m a Mac user myself)
Two, do most commercial programs currently offer two uploads/ purchase? He’ll be getting a new desktop machine in the spring and I would like to not have to buy whatever I buy twice.

Windows XP is an Operating System just like Mac OS X. SP stands for Service Pack. Its basically an OS update especially for adding more security features to a “bare-bones” Windows XP OS. The latest SP for Windows XP is SP2 and required by most software for proper installation.
I don’t think that commercial software will allow you 2 downloads for one payment. But most software do come with a software CD. You can probably use the CD for software installation on the new computer.
Another alternative is to use a free imaging utility like Google Picassa as mentioned above. It is fast and has decent filters (but not comparable to Adobe Photoshop or Elements).
