In this price range you are not going to find a new notebook with 1GB of memory. Not even from online stores unless you keep a keen eye out. However you can find some excellent refurbished deals.

An alternative may be to find one that can be upgraded to 1GB…
Buy the notebook with maybe 512MB, and get more RAM.
May not end up being cheaper, but offers another route to look into…
