The rumors are that an iBook with Intel chips may be available as early as January, so I would wait at this point. If Apple doesn’t announce one at MacWorld in January then you can make up your mind about how long to wait.
buy it now if you need it now. (i’m an 12″ iBook owner). its unrealistic to expect the new Intel based macs to be a lot cheaper, and essentially, all new apps written in new xCode can be run in both PowerPC based and Intel based macs.
also, Apple says it is going to support the PowerPC macs for a very long period of time and will release at least two of its future Mac OS X in PowerPC version.
if you want to have the perfect computer, you really need to wait forever.
If you need a machine now, buy it now. If you can wait then wait. As soon as you invest in technology it will be outdated in a matter of months anyway, regardless of it being Apple or PC.
Think about your needs, not what you are missing out on by not waiting. If you wait for the better machine you will be waiting for ever.

Wait, I had a mac mini and the G4 is SLOW. The intel will be able to support windows and linux i386 versions as well.
